Novarchs are the owners of the Aspects in the New World, and each holds dominion over one of the 81 Planes. But not every Novarch chooses to govern their domains. They are 81 willful rulers, answering to none.

The Novarchs are the owners of the Aspects of the New World, each ruling over one of the 81 Planes. Several Sovereigns of the Old World became Novarchs of the New World.[1][2]
